Community Awareness Network For A Drug-Free Life And Environment (CANDLE) has been running substance abuse prevention programs and community building for LGBTQ youth in the Rockland County, New York area since the 1980s. They were successful applicants for a federal grant designed to identify emerging promising practices in this area and chose Strength in Numbers as their evaluation partner. Working closely with the staff and the youth who benefit from the program, we helped CANDLE identify the most important outcomes to measure for programs of this kind as well as quantifying the impact of their work on the young people who participate in it.
