Strength in Numbers worked with AIDS United to evaluate their Sector Transformation Program, a grant making program to sustain services and advocacy related to HIV prevention and treatment in a changing funding landscape. Strength in Numbers did a desk review of grant making, technical assistance and capacity building efforts and developed quantitative data to clearly describe the portfolio’s investments. We also developed a theory of change for the program and completed a set of qualitative interviews, which were coded by theme to understand the outcomes and impact of the portfolio on leaders, organizations and HIV/AIDS services. The evaluation data were used to raise additional funds to support the program and inform future investments. Subsequently, we are working with Sector Transformation staff to refine and improve their evaluation work going forward, as well as serving as an evaluation partner for AIDS United on their work with organizations focused on HIV/AIDS in the U.S. South.
